This is a Greater Manchester Health Care and Partnership post. Manchester CCG or Greater Manchester Combined Authority will host the employment of this post on behalf of the Greater Manchester Health & Social Care Partnership (GMHSCP).

This is a maternity leave cover arrangement for a period expected to be for 12 months commencing in March 2019 with potential opportunity for handover with the current post holder before and / or after the maternity period

The Greater Manchester Health and Social Care Partnership (GMHSCP), established in April 2016, is the body made up of the 37 NHS organisations and councils in the city region (with reach into social care, primary care, regulators, the community, voluntary sectors and Healthwatch) that is overseeing devolution and taking charge of the £6bn health and social care budget. Our visionis“to deliver the greatest and fastest possible improvement to the health and wellbeing of the 2.8 million people of Greater Manchester (GM)”

This is an exciting opportunity for an experienced programme manager to join the GMHSCP, working towards delivering the Greater Manchester’s Mental Health strategy.

The GM devolution agreement has provided an unprecedented opportunity to address challenges to improved MH and wellbeing in GM. GM has a strong track record of collaboration with all key stakeholders, in particular between NHS commissioners, local authorities and business. By building on these partnerships and working more closely with the third sector, service-users and carers, it will be possible to draw on the many resources and insights that already exist to promote and improve MH. This role is fundamental in supporting delivery of the Greater Manchester Mental Health strategy and in leading and coproducing a range of projects on at a GM level. In addition, the role will be responsible for providing assurance to and reporting progress throughout the GM governance.

The Programme Manager will:

•Lead, manage and successfully deliver a complex, high value-programme of work, taking responsibility for the successful delivery of agreed elements within time, budget and quality

•Manage, deploy and co-ordinate resources effectively, ensuring that programme / initiative necessities are fully identified, including staffing, financial and ICT requirements

•Ensure that change is managed effectively by working with relevant project teams and key stakeholders

•Have a prominent role in the communication of the work with health and social care stakeholders - this is a front facing role working with internal and external partners

•Play a key role ensuring the implementation and delivery of the GM HSCP programmes to support the achievement of the GM MH strategy and its core objectives

To meet this challenge, you will be experienced in programme management and be able to successfully drive activities and implement changes in a complex system. You will have a great value base with a passion to improve lives and make a difference. You will also have experience and/or an understanding of adult social care or related areas, in particular learning disability services.
