The successful applicant will be asked to visit a GMCA or GMFRS office at the start of their employment to be provided with ICT equipment and setup. There will be regular contact with your line manager and with various team members. Additional support will be provided, where necessary and subject to availability.  

Please also note, due to COVID-19, all interviews will be taking place virtually on Microsoft Teams or Skype. If successful on application, Hiring managers will be in contact so that you can both test the technology before the interview.

The Greater Manchester Combined Authority (GMCA) is a statutory body consisting of the ten local authorities of Greater Manchester and a directly elected Mayor. The newly formed Office for Data Analytics, within our research team, will support that work. We will create better outcomes with better analytics, and better analytics with better data. That requires us to improve data usability and enhance data usage.

We are looking for an exceptional lead analyst to pursue a career with a dynamic, exciting and socially responsible employer. Sitting within the GMCA Research team, the successful candidate will help lead an evolving and diverse work programme, with an initial focus on reviewing the opportunities and barriers of opening public sector information.

The successful candidate will hold lead responsibilities within the Office of Data Analytics, as part of the GMCA Research team. Key areas of responsibility will include: leading timely analysis to inform our Local Data Review, including work across a number of partners and stakeholders; and helping to manage the next stages in the development of MappingGM, to make it the home of geospatial data in Greater Manchester.

They will deliver research projects focused around data and analytics, providing analytical rigour for internal and external customers. They will also support data analytics projects across a spectrum of policy areas, with an initial focus on open data in the public sector. Working with the wider policy and strategy teams in the GMCA and partner organisations to use evidence to support decision making. To disseminate evidence to a wide range of audiences and partners, including the delivery of training, and to ensure that this research informs Greater Manchester’s strategic objectives.

It is essential that candidates have good knowledge of current debates on the role and importance of data in the local economy and public services. Wider experience working with other organisations and sectors is also highly desirable.

About you:

You will have strong quantitative and qualitative research skills with a good understanding of a range of research and data visualisation methods, as well as a solid understanding of the many national, regional and local agencies involved in local policy development.

This will be complemented by strong performance capabilities and a desire to make a difference.

Through building relationships with key stakeholders in the system and use of good communication skills you will influence others to place good intelligence at the heart of decision making.

You will have experience of both qualitative and quantitative research, and would be used to working with a variety of structured and unstructured data. You will have a demonstrable track-record of working with analysts and policy leads from local authorities and central government departments, as well as working with public, private and third sector data sources. Beyond standard Office product skills, we would hope to see your knowledge and skills around data visualisation, manipulation and analysis.

You will also have a passion for building analytical confidence and capability while simultaneously creating conditions for innovation and a culture of continual learning.
